Editors comment: Four local candidates take a stand on behalf of local residents for the Bishopstoke Parish elections on the 5th of May. For to long the Bishopstoke Parish Council has been totally dominated by Party political groups. It is refreshing to see four independent candidates putting themselves forward for nomination, in an effort to bring to the Council, new, fresh ideas, and to ensure that the needs and opinions of the residents of Bishopstoke are better reflected and maintained in the future.

Councilor Moore, is an ex Lib/Dem member, who now represents Eastleigh East as a UKIP. County councillor. Councillor Moore has 20 years experience as a local politician serving Eastleigh East, including Bishopstoke; he is a vigorous, local political campaigner with a good record in serving the local community.
 
 


Manifesto response to our invitation from the Green Party. Ania Waterman is a Borough Council Candidate for Bishopstoke East and David Hubble is a Borough Council Candidate for Bishopstoke West.

Eastleigh Greens are standing candidates in both Bishopstoke Wards and would vote against all the options put forward in the Local Area Plan. Housing is an area where a new approach is required. We can no longer progress as a society by saying we need more houses so lets build on every green space we have, once it's gone it is never coming back. We need to look properly at the stock we currently have, look at the brown field sites that could be converted to housing and more importantly we need to stop building houses that are not affordable to the majority of people, that are sold in the main to private landlords who rent it back to those in need of a home at over inflated prices so they profit from any building and the circle of more housing carries on because it is all held in private hands. To make this change happen people of all areas in Eastleigh should work together to enable change rather than let this Council split us into small groups so they can divide and rule. Real change is the only solution all other parties want the status quo and do not care to change anything as they will lose out.

Editors comment:The Green Party: For Homes, For Clean Air, For Fair Wages, For Equality. In apposing all of the options contained within The Council's Draft Forward Plan, including B. & C., The Green Party candidates show solidarity with the majority of Bishopstoke residents, whilst at the same time appear to endorse Stoke Residents Association amended preferred option to the Local Plan: SRA. Option A1. Views warranting serious consideration by the Bishopstoke electorate.

Anne Winstanley's 'nil comment' in her pre-election manifesto regarding Options B. & C. of the Council's Forward Plan & it's effect upon Bishopstoke, simply speaks volumes! This is the lady who voted for 100 new builds at The Cemex site, and a further 60 at The Bellway development: nearly 600 in the Anchor Retirement development, and then stated at a recent Parish Meeting to discuss The Council's Forward Plan & Options B & C.: "That Bishopstoke needed to take an even greater share of new builds in the Borough & that to date Bishopstoke had got off lightly!!" Voters will draw their own conclusions!

At Stoke Residents Association, we have never endorsed or objected to any political party – and that applies to our current campaign to stop Options B and C becoming part of Eastleigh’s Local Plan for development.  We value the countryside we can access easily from Bishopstoke – and we want to protect it.  

Following the public consultation phase, we are feeling that Eastleigh Borough Council and Bishopstoke Parish Council did not do enough to ensure that all local residents knew about Options B and C.  We produced leaflets and worked hard to rectify this situation, but we are concerned that not all our local representatives are keen to support their electorate’s views.

Bishopstoke is unusual in having no independent councillors - 100% of current parish councillors represent national political parties.  We have expressed concern previously about 6 of the 14 multi-tasking as Borough councillors, especially where dealing with a proposal that is from the Borough Council – including the “Issues and Options Document” which suggests thousands of new homes and a north Bishopstoke Bypass on the countryside between Bishopstoke, Fair Oak and Colden Common. 

Therefore, we would like to see more independent candidates stand as parish councillors in May’s local elections.  All 14 posts are up for election.

Please could you get in touch if you would be prepared to stand as an independent parish council candidate?  We would like to explore how we can support candidates who are:

·         Opposed to Options B and C in the “Issues and Options” document.

·
         Opposed to the proposed North Bishopstoke Bypass in the “Issues and Options”
          document.

·
         Not members of a national political party.

·         Not intending to stand as Borough or County council candidates whilst being a parish
          councillor.

·         Keen to represent the views of Bishopstoke’s residents.

Independent candidates we support would be “Independent – Action Against Destructive Development: Bishopstoke' on the ballot paper – the new action group that Stoke Residents Association is transforming into.  This follows conversations with residents in Bishopstoke, Fair Oak, Colden Common, Upham and Allbrook – all concerned about losing our green spaces, our local countryside.

Timing is tight – all our independent candidates will need to get their nomination forms in by 4pm Thursday April 7th – so if you could let us know asap that will help greatly.

Our alternative option A1 seeks to illustrate that there are potentially viable alternatives to allowing development to take place across the most attractive and environmentally rich parts of the Borough.  These alternatives could be better developed if we had more time and access to more information - our hope is that the Eastleigh Borough Council officers will be charged with properly challenging the develper-led proposals against the Borough’s own policies which we are certain will result in Options B and C being found completely unacceptable.

Bishopstoke Parish Council Meeting on Tuesday 9th Feb – our view on Tuesday’s meeting.

It was good that the PC had held a meeting to collate residents’ views on the Local Plan, but at this meeting, it would appear that Parish Councillors did not feel that these views needed to be reflected in discussion – they simply read out the summary before airing their own views.
The exception was Cllr Sue Toher who refe...renced the community’s views – much appreciated.
We felt at best patronised – and at worst ignored by the majority of Councillors. We felt insulted that they brought in a police officer and PCSO to maintain order – when at the public meeting, there had been no disorder – a waste of police time.
Of concern, was the view expressed by Councillor Anne Winstanley that Bishopstoke needed to take more housing as it had got off lightly in the past. This is crazy. Surely housing should go in the most appropriate place, regardless of some arbitrary fairness scale being employed. There seemed to be a conflict of interest for Parish Councillors who are also Borough Councillors - torn between supporting EBCs plan and representing Bishopstoke residents.
This was in sharp contrast to the Parish Council representations from Colden Common and Fair Oak who have made strong expressions of their views, supporting their communities' expressed views. Sadly, it appears that Bishopstoke Parish Council have little interest in supporting the views of their electorate.

Protest takes place against plans for 3,700 homes between Bishopstoke and Fair Oak

      
 

MORE than 100 people marched this morning to protest plans which could put thousands of homes on popular countryside.

Residents trudged through ankle-deep mud on land near Bishopstoke which could be developed by Eastleigh Borough Council.

The council is considering building 3,700 homes between Bishopstoke and Fair Oak as it looks to provide more than 20,000 homes over the next two decades.

Eastleigh MP Mims Davies addressed crowds this morning and pledged to take the issue to the government.

She said: "I walked this route a couple of weeks ago with local residents and I think it's the most unsuitable site for housing.

"I'm extremely supportive of this and I have a question in the House of Commons this week about the lack of neighbourhood plans and the lack of local plans.

"We need housing but this is simply the wrong place."

The council says the scheme is one of eight options being considered and no decisions have been made.

Protesters brandishing placards were guided by architect and Don't Choke Bishopstoke campaigner David Lovegrove, who showed where a main road could be built through the site, as well as where a separate development has already started.

 

The three-mile ramble brought together three grassroots campaigns from nearby villages.

Caroline Dibden, Hampshire trustee of the Campaign to Protect Rural England, warned that the scheme would help turn rural towns and villages into an urban sprawl.

"It's another step towards Solent City," she said. "That's what everybody's concerned about."

A consultations ends at 5pm on February 17.

— Tuesday 2nd February (7.00pm)  An opportunity for all local residents to come along to the Bishopstoke Parish Council Meeting:  at the Methodist Hall on Sedgwick Road, Bishopstoke, where they will be encouraged to put forward their opinions to Parish Councilors, regarding The Eastleigh Borough Council Proposed Draft Local Plan, with particular reference to Options B. & C., in as much as these options will dramatically effect Bishopstoke, Fair Oak and surrounding areas. The support & views of all local residents is requested upon this occasion!! Please arrive early as this meeting will be well attended!

Residents and Councillors are invited to join members of the Stoke Residents Association on an 'Option B. Ramble', meeting at 10.30am: Saturday 6th Feb at the Stoke Park Road entrance to Stoke Park Woods, ( so folk can park nearby) and then take the  route  included in Option B. to the Fox and Hounds pub at Fair Oak. During the Ramble residents will be given the opportunity to ask questions & study plans concerning Option B. from committee members of Stoke Residents Association, and any Councilors who choose to attend.

Bishopstoke residents are campaigning against proposed greenfield development outlined in the latest version of the Proposed Draft Revised Eastleigh Borough Council Local Plan. Details of these Planning proposals for consultation  can be viewed at the Council Offices or online here.

In particular we refer your attention to Option B. page 32 of the Proposed Draft local plan, & The Stoke Residents Association opposition to these proposals.

We are opposing Option B of the Council's Draft Proposed Local Plan on the grounds that Eastleigh Borough Council, and Ward Councillors have ignored the substantial opposition of local residents  to this Draft Proposed Local Plan. Further, that we consider the Council has failed to take proper account of its own sustainability and transport assessments by including Option B. to the North East of Stoke Common in their Proposed Draft Forward Planning.

Do take a look at the Councils Proposed Draft Forward Plans, because if adopted there could be irrevocable changes to our local environment and landscape. If you feel strongly, please get involved!

An Exhibition of Eastleigh Borough Councils Draft Local Plan will be held at The Community Centre in Church Road upon Wednesday 20th January 2016, between 1500hrs. and 2100hrs, and residents are encouraged to attend and view the Council's latest proposals contained within their Revised Forward Plan, with particular reference to Option B, the proposed new road, and development to the North of Stoke Park Farm. Members of the Stoke Residents Association will be in attendance, to outline the Associations objections to Option B. in as much as it is likely to severely affect the the whole of Bishopstoke, and in particular the community of Stoke Common.
